European Charter for Researchers (2023)

In December 2023, the Council of the European Union adopted the Recommendation on a European framework to attract and retain research, innovation and entrepreneurial talent in Europe, through which the European Researcher Code (2023) was approved.

This new framework replaces the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers adopted in 2005.

The new framework defines both the rights and responsibilities of researchers and of the institutions that fund and manage research projects.

The European Researcher Charter (2023) thus establishes a common framework applicable to researchers, employers, funders, and policymakers, with the aim of strengthening a more attractive, inclusive, and sustainable European research ecosystem.

The Charter is structured around 20 key principles, organized into four fundamental pillars:

  • Ethics, integrity, gender equality, and open science
  • Assessment, recruitment, and career progression of researchers
  • Working conditions and practices
  • Research careers and talent development

The European Researcher Charter is aimed at all researchers, the sectors engaged in research activities, and the organizations and institutions involved, serving as a guide for the development of responsible policies and practices in the research field.
