Informational seminar: Scope, coverage and effectiveness of the Spanish Bono Social Eléctrico in combating energy poverty
The bono social eléctrico is one of the main instruments to combat energy poverty in Spain. However, due to the lack of available data on beneficiaries disaggregated at household level, it has not been possible to know whether it reaches those who need it. In a recent paper, we calculate for the first time the coverage of this benefit, focusing on the most vulnerable socio-economic groups. We complement this information with a multifactorial analysis that allows us to identify whether there are household characteristics that are associated with a lower likelihood of receiving the benefit. In parallel, we are working on an evaluation of the effectiveness of this policy in reducing energy poverty using a regression discontinuity design.
