The Chair of Energy and Poverty considers ‘the extraordinary measures taken by the Spanish Government to protect vulnerable consumers during the COVID-19 emergency’ to be adequate.

The Royal Decree 463/2020 of 14 March has proclaimed the state of alert in Spain to deal with the health crisis caused by COVID-19.
 
Among the measures that have been taken to combat the negative effects of this crisis, it is worth highlighting those to protect vulnerable households by preventing energy supply cuts and suspending the rise in maximum retail prices of hydrocarbons.
 
 
Article 17. Guarantee of electricity supply, products derived from oil and natural gas.
 
The delegated competent authorities may take the necessary measures to guarantee the supply of electrical energy, of petroleum products, as well as natural gas, in accordance with Article 7 of Law 24/2013, of 26 December, on the Electricity Sector, and in Articles 49 and 101 of Law 34/1998, of October 7, from the hydrocarbon sector.
 
These measures are in line with the exceptional measures proposed in the National Strategy against Energy Poverty 2019-2024 in case of "extreme weather situations that force the population to stay in their homes" and in which "energy consumption becomes a vital supply".
 
From the Chair we agree that the absolute priority at this time has to be that no household has to worry about energy service. It must be fully guaranteed.
